Director General of the Taipei Economic and Cultural Office in Houston, Takes Pride in Being an Advocate for Her Home Country of Taiwan
Taiwan is a world leader in the cultivation and distribution of orchids, a major economy in the world, and a center for technological innovation. It also has strong capabilities in renewable energy, specifically solar and wind power. At the moment, the country is working to become an effective voice in the world, and especially in the United Nations.
Yvonne Hsiao is the Director General of the Taipei Economic and Cultural Office (TECO) in Houston. TECO represents the Republic of China’s interests in the southern United States. Its service area includes Texas, Oklahoma, Arkansas, Louisiana, and Mississippi. The mission of the office is to promote exchanges and cooperation between Taiwan and the southern United States in trade and investment, science and technology, culture, education, and tourism. It also serves the interests of Taiwanese citizens living and traveling in the area and provides consular services to those who need them. As well, it oversees the Culture Center of TECO in Houston, Taiwan’s largest culture center of its kind in the world. Its purpose is to provide a venue for a diverse range of cultural events for the Republic of China’s overseas nationals.
Hsiao has an extensive background in international diplomacy and economic collaboration and has played a vital role in strengthening Taiwan’s global partnerships and fostering meaningful relationships. She understands her country’s desire to be on an equal footing with other countries in discussions, including environmental ones, that affect all nations.
Hsiao was appointed Director General of TECO in 2023 by the Foreign Minister. She is the first woman to hold the position. Thirty years ago there was a limit on female foreign service officers as women were not considered suitable for foreign service postings. That changed about 25 years ago as it was deemed that the practice was unconstitutional. Hsiao’s role in Houston is to work with the state government of the five states covered by TECO in Houston and work within the local communities. The political purpose is for state representatives to be more informed about Tawain so they can voice their support for the country. The cultural purpose is to promote exchanges in business, education, culture, science and technology.

With a B.A. in foreign languages and literature, Hsiao has the nuanced understanding that comes from being a student of literature and the keen mind required to master several languages, needed in her current post. Previous to this position, Hsiao worked her way up from Desk Officer, Ministry of Foreign Affairs, Republic of China to Deputy Director General, Department of International Cooperation and Economic Affairs, Ministry of Foreign Affairs. It has been a 25-year journey in foreign service that has provided her with the experience and knowledge that makes her such a good fit for her position in Houston.
Intelligent, soft-spoken, charming, and studious. These are only a few of her attributes. Along with her experience, they work in her favor when it comes to the career she has chosen. One of Hsiao’s responsibilities as Director General of TECO in Houston is to work with local Taiwanese organizations to promote cultural exchange and deepen the understanding of Taiwan among American citizens.
As a diplomat, Hsiao has lived in New York City and Australia. She and her family have been in Houston since 2023. Her favorite book when she was growing up in Taiwan was Gone with the Wind. Hsiao’s ability to blend Eastern and Western culture and her understanding of Eastern and Western ways of thinking have allowed her to seamlessly step into her position and be the perfect person for the job.
