Rosie Valadez McStay is known state- and nation-wide for her advocacy for children and children’s health and is a passionate community volunteer.

Rosie is the founder and principal of RVM Strategies, LLC, an innovative policy and strategy consulting firm working with academic and health system clients to align business and community health strategies to public policy and programs. With over 20 years of leadership experience in hospital administration, health care policy,  and community benefits and programs, Rosie uses her skills to advise clients in health care operations, public policy, community health, strategic planning, health system administration, health care reimbursement, and policy alignment with business strategy development and optimization. She also assists businesses and organizations with legislative advocacy, community engagement, health partnerships, and coalition building with specific emphasis on maternal and child health, as well as Medicaid managed care, waivers, and the Children’s Health Insurance Program (CHIP).

Prior to founding RVM Strategies, LLC, Rosie led the Government Relations and Community Benefits departments at Texas Children’s Hospital, the nation’s largest children’s hospital system, for over twenty years. As an expert in pediatric and maternal health care policies specific to Medicaid, CHIP, 1115 Medicaid waivers, managed care, community health collaborations, and population health, she now channels her executive experience and passion for effective health policy and community engagement to a broad range of stakeholders.

Rosie holds a Master of Public Health degree from The University of Texas Health Science Center at Houston and a Bachelor of Arts degree from The University of Texas at Austin. Through a graduate fellowship program with the Congressional Hispanic Caucus Institute, she worked as a staff member for Congresswoman Lucille Roybal Allard.

An enthusiastic supporter of the community, Rosie has served, and continues to serve, numerous worthy organizations. Currently, she serves as a community board member of the YMCA of Greater Houston, the Hydrocephalus Association, and the Harriet and Joe Foster Family YMCA. As well, she is a community board member of Community Health Choice, a nonprofit health management organization offering coverage to families in Medicaid, CHIP, Medicare, and the ACA health care Marketplace throughout Southeast Texas. Recently, Rosie cochaired the Immunization Partnership Courage in Action annual luncheon.

Rosie is someone who is committed to collaborating with the right organizations to find opportunities to improve health care and educational policies for mothers and children. As such, she is currently collaborating on the development of strategies for sustainable long-term funding for six community collaboratives as part of the Texas Accountable Communities for Health Initiative. Giving back to the community is of the utmost importance to her, and she does so with pride and enthusiasm. 

Rosie is married to Robert McStay, a health care attorney and health system executive. They live in Houston and are the proud parents of their wonderful son, Joshua. Their beloved rescue dog, Benny, rounds out their happy family.

It is for all the reasons mentioned above, and many more, that Rosie Valadez McStay has been named a Top 20 Inspiring Woman Impact Maker for 2024.
